Order of Events:
15 min prior:Lt Col Clark and family meet with Gen Barry in CC office
5 min prior:Audience and photographer are in place
5 min prior:Mrs. Clark and family are escorted to their seats in the Situation Room
When ready:Gen Barry and Lt Col Clark proceed to the back/CC entrance of the Situation Room and wait to be announced.
(Narrator begins as soon as Lt Hartman gives the signal)

NARRATOR:

“GOOD AFTERNOON LADIES AND GENTLEMEN. WELCOME TO TODAY’S PROMOTION CEREMONY HONORING LIEUTENANT COLONEL JAY CLARK. WE ARE VERY PLEASED TO HAVE GENERAL JOHN L. BARRY, COMMANDER, 56th FIGHTER WING TO OFFICIATE TODAY’S CEREMONY. BEFORE WE BEGIN, PLEASE ALLOW ME TO EXTEND A SPECIAL WELCOME TO COLONEL CLARK’S WIFE, ELIZABETH, HIS DAUGHTER, BRANDI, AND HIS SON, AIRON. WE ALSO WELCOME LT GEN STEWART E. CRANSTON, VICE COMMANDER, AIR FORCE MATERIEL COMMAND AND MR. STEVE N SMITH, DIRECTOR, PERSONNEL, AIR FORCE MATERIEL COMMAND. A WARM WELCOME TO ALL OF YOU.”

"LADIES AND GENTLEMEN, PLEASE STAND FOR THE ARRIVAL OF OUR OFFICIAL PARTY AND REMAIN STANDING FOR THE PLAYING OF OUR NATIONAL ANTHEM.”

-- (Ruffles and Flourishes and the General's March are played.)

-- (Gen Barry and Lt Col Clark enter from the back of the Sit Room and immediately take their places on the stage in front of the flags.)

-- (The National Anthem is played.)

-- (Gen Barry invites everyone to take their seats and makes remarks as desired, then indicates for the narrator to read the orders.)

“LADIES AND GENTLEMEN, PLEASE STAND.

ATTENTION TO ORDERS: CITATION TO ACCOMPANY THE AWARD OF THE MERITORIOUS SERVICE MEDAL, FOURTH OAK LEAF CLUSTER, TO JAY L. CLARK. LIEUTENANT COLONEL JAY L. CLARK DISTINGUISHED HIMSELF IN THE PERFORMANCE OF OUTSTANDING SERVICE TO THE UNITED STATES AS CHIEF, FORCE MANAGEMENT, DIRECTORATE OF PERSONNEL, HEADQUARTERS AIR FORCE MATERIEL COMMAND, WRIGHT-PATTERSON AIR FORCE BASE, OHIO, FROM 8 JULY 1994 TO 31 DECEMBER 1997. DURING THIS PERIOD, HIS DYNAMIC LEADERSHIP AND EXEMPLARY FORESIGHT CONSISTENTLY FORGED POWERFUL RESULTS IN EVERY AREA OF ENDEAVOR, RESULTING IN THE INCREASED EFFECTIVENESS AND SUCCESS OF THIS HEADQUARTERS. ON SHORT NOTICE AND WITHOUT ANY ADDITIONAL MANPOWER, HE DEVELOPED THE FIRST EVER AIR FORCE MATERIEL COMMAND SQUADRON COMMANDERS’ COURSE. BASED ON STUDENT CRITIQUES, HE REFINED THE COURSE TO ABSOLUTE PERFECTION. STUDENT CRITIQUES FROM THE START RATED IT BETTER THAN 5.5 ON A 6-POINT SCALE. ALTHOUGH INVOLVED IN MANY AREAS, HIS MAIN FOCUS WAS ON OFFICER PROMOTIONS. HE LED THE COMMAND’S MANAGEMENT LEVEL REVIEW PROCESS COVERING 56 PANELS, WITH UP TO 40 SENIOR RATERS EACH BOARD AND OVER 13,000 RECORDS REVIEWED AND SCORED. THE VICE COMMANDER AND COMMAND SENIOR RATERS HAVE BEEN AWED BY THE SMOOTH OPERATION OF THE BOARDS. HIS PREVIOUS EXPERIENCE WON HIM SELECTION AS POINT MAN FOR ALL AIR FORCE MATERIEL COMMAND’S PERSONNEL ACTIONS FOR A-76 CONTRACT STUDIES INVOLVING OVER 8,500 AUTHORIZATIONS. HE ENSURED TURBULENCE IN INCUMBENTS’ TOURS WAS MINIMIZED AND MISSION TRANSITION WAS SEAMLESS. THE SINGULARLY DISTINCTIVE ACCOMPLISHMENTS OF COLONEL CLARK REFLECT GREAT CREDIT UPON HIMSELF AND THE UNITED STATES AIR FORCE.

Amn Lovano takes certificate from Lt Col Clark to free up his hands for the promotion portion of the ceremony.)

“WE WILL NOW PROCEED WITH THE PROMOTION PORTION OF TODAY’S CEREMONY. THE PRESIDENT OF THE UNITED STATES, ACTING UPON THE RECOMMENDATION OF THE SECRETARY OF THE AIR FORCE, HAS PLACED SPECIAL TRUST AND CONFIDENCE IN THE PATRIOTISM, INTEGRITY, AND ABILITIES OF LIEUTENANT COLONEL JAY L. CLARK. IN VIEW OF THESE SPECIAL QUALITIES, AND HIS DEMONSTRATED POTENTIAL TO SERVE IN THE HIGHER GRADE, LIEUTENANT COLONEL JAY L. CLARK IS AUTHORIZED TO ASSUME THE GRADE OF COLONEL, UNITED STATES AIR FORCE, EFFECTIVE THE TWENTY THIRD DAY OF DECEMBER, NINETEEN HUNDRED AND NINETY-SEVEN, BY ORDER OF THE SECRETARY OF THE AIR FORCE.”

“MRS. CLARK, PLEASE COME FORWARD TO HELP PIN ON YOUR HUSBAND’S NEW RANK.”

-- (During the pinning on, Narrator reads the following history of the rank of Colonel)

“EAGLES HAVE BEEN POPULAR SYMBOLS IN OUR AND OTHER MILITARY SERVICES AT LEAST AS FAR BACK AS THE ROMANS. COLONELS STARTED WEARING SPREAD EAGLES AS RANK INSIGNIA IN 1829 WHEN THEY TRANSFERRED THE GOLD OR GILT EAGLES THAT DECORATED THEIR HAT COCKADES TO THEIR COLLARS. AFTER 1831 MOST OF THE COLONELS WORE SILVER EAGLES ON THEIR GOLD EPAULETTES OR GOLD-BORDERED SHOULDER STRAPS.”

“LADIES AND GENTLEMEN, GEN BARRY WILL NOW READMINISTER THE OATH OF OFFICE TO COLONEL CLARK.
